Türkiye's TOKİ Land Programme: You Got the Plot; Now Build the House

İlk Evim Arsa ("My First Home – Land") is the land leg of Türkiye's large social housing campaign. Applications and eligibility lotteries were completed long ago; in 2026 the programme moved into plot-assignment lotteries, bank contracts and title-deed handovers; with a large wave of contracts signed in spring 2026.

That means thousands of families now hold a deed and ask the same question: how do I build on this plot, how fast, and at what cost? Official terms are published by TOKİ (toki.gov.tr); the programme facts below come from TOKİ's official Q&A document and may be updated over time.

Detached (müstakil) plots run roughly 350-500 m² and allow one house of up to 150 m² gross floor area. Payment is simple: 10% of the plot price at contract, instalments starting a year later, spread over 9 years, interest-free. Plots are delivered with electricity and water infrastructure completed and zoning plans in place; ready for the permit process.

The critical, under-discussed condition: a detached plot cannot be transferred as bare land. Transfer becomes possible only after construction starts within the first year and the core of the house is completed within the second; plus full payment. In other words, the programme expects you to build, and to build soon.

A conventional build can easily consume the first year in design, permits and site work. A factory-built home inverts the timeline: after permits, production and installation are measured in weeks; ifHaus standard models average 3-4 weeks from contract to turnkey, with factory production running parallel to foundation work.

Most of the ifHaus range sits comfortably under the 150 m² gross limit; 48 to 100 m² plans, single or two-storey. The larger villas (162 m² and up) exceed the detached-plot limit and are not suitable for it; we say that upfront so plans start right. One: zoning status and soil study. Two: architectural project and building permit; we prepare the technical documents during design. Three: factory production runs while the foundation is poured. Four: modules arrive, on-site assembly takes 3-5 days with no crane or heavy machinery, connections and handover a few more.
